801.02 Enforcement

  1. The Tournament Director is the person in charge of the tournament or event. A League Director is considered the Tournament Director for a league. The Tournament Director is the head Tournament Official for the event. Decisions made by the Tournament Director are final.
  2. A Tournament Official, or Official, is a person who is authorized by the Tournament Director to make judgments regarding the proper application of the rules during play. An Official's call does not need to be confirmed to be enforced and supersedes any group decisions. An Official who is playing may not act as an Official for players who are in their division.
  3. A Tournament Spotter is an individual empowered by the Tournament Director for a specific spotting purpose without authorizing them to act as a Tournament Official.
  4. Players are assigned to play holes together in a group for the purpose of verifying scores and ensuring play in accordance with the rules.
  5. Players are expected to call a violation when one has clearly occurred. A call must be made promptly to be enforceable (except for misplays).
  6. A player in the group may call or confirm a rules violation on any player in the group by notifying all players in the group.
  7. A warning is the initial advisement a player is given for violating certain rules. Subsequent violations of the rule incur penalty throws.
    1. A call for a rules violation that results in a warning does not need to be confirmed to be enforced.
    2. Warnings do not carry over from one round to the next, nor to a playoff.
  8. A penalty throw is a throw added to a player's score for violating a rule, or for relocation of the lie as called for by a rule.
    1. A call made by a player for a rules violation that results in one or more penalty throws can only be enforced if the call is confirmed by another player in the group or by a Tournament Official.
    2. A rules violation call made by a player on themself does not need to be confirmed in order to be enforced unless objected to by a player in the group or by a Tournament Official.
  9. Disqualified players are prohibited from further competing in the event and forfeit the right to win any cash or prizes. Only the Tournament Director (or Tournament Official specifically authorized by the Tournament Director) may disqualify a player.
  10. A throw or an action that is subject to penalty under more than one rule is played under the rule that results in the most penalty throws; or, among rules that call for an equal number of penalty throws, the rule that was first violated.
  11. When the flight, position, or status of a disc is questionable, the determination is made by the group.
    1. All players, excluding the thrower, must participate in the first vote. The option with the most votes is the determination of the group.
    2. The thrower may briefly state their opinion, but may not argue or lobby the group for an outcome. A thrower who argues or lobbies for an outcome has committed a courtesy violation, see 812, Courtesy.
    3. If there is a tie after the first vote, the thrower then must vote in order to break the tie.
    4. Players may abstain from a group vote if and only if they were not physically present. Otherwise, abstaining from a group vote is a courtesy violation, see 812, Courtesy.
