I've been looking, can't find anything so far. Someone will point me right to the answers, I'm sure.

For A tier tournaments....are dirt and/or Flypad surfaces ok for tees? (I think they are, but I want to be certain.)

For A tier tournaments...can temporary courses be laid out? I know temp holes are used a lot, but how about an entire 18 hole course.
F'rinstance, the 2009 Worlds used a temp design with Flypads at Thornfield, and the finals were a safari course with Flypads in some places. Were those special exemptions, or totally kosher for any purpose tourney?

No tee specs even for Worlds. However, for one or two years, hard surface pads were required to host an NT.

Chuck, thanks...then, for a normal tourney round, a complete temp course is OK? With the understanding that all baskets are identical, and PDGA approved, etc?

At this point targets are the only course related requirements. See page 3: http://www.pdga.com/files/documents/TourStandards.pdf You don't even need baskets for C-tiers.
