Just wondering why when I renewed my membership this year, the renewal package included the rule book copyrighted in 2006? Shouldn't renewals, new members all get a copy of the current rules?

Those are the current rules. They have not been updated since then but an update process is now underway for next year.

so the pdga rules/competition manual, copyrighted Jan 2010 has the same rules as the 2006 rule book? I know there have been some rule changes since 2006. I can't site specifics right now.

There's also the distinct possibility that I'm wrong.

The Competition Manual has been updated almost every year since 2006 or so. Some of the rules in the 804 section of the rulebook are now handled in the Competition Manual and some of those have changed, but not the rulebook itself in the 800-803 sections.
