should I be able to at least eat it during a tourney for my back, I want to save my liver and stopped eating pain pills. I would rather smoke but chacing a DQ just aint me, and i aint very sneaky

PDGA Competition Manual, Section 3.3B:
B. Players are expected to behave in a professional and sportsmanlike manner while participating in a PDGA sanctioned event. Actions that are in violation of this conduct include but are not limited to:
• Loud cursing
• Throwing items in anger (other than discs in play)
• Overt rudeness
• Destruction, abuse or vandalism of property, including animals, and plant life
• Cheating or willful attempt to circumvent the rules of play
• Physical attacks or threatening behavior.
• Any activities which are in violation of Federal, State, local laws or ordinances and park regulations.
• Excessive use of alcohol or the use of illegal substances at the tournament site.
• Underage drinking

I would say that in this case if you ate it before the round and after the round that you would be ok.
I don't know for sure, becuase I am not a doctor, but I would imagine that the affects that cause you to be prescribed this medication would not need to be consumed every 3 hours. Very few rounds last over this time frame, so I would encourage you to follow the prescribed guidelines from your physician and maybe slightly alter it to align with the tournament play.
In other words if you were to wake up at 6:00 and it was to be taken every 4 hours, either set your alarm earlier on disc golf days, or delay the first ingestion until prior to the event starts.

FYI in Texas the Federal Law is the State Law since Texas thinks of itself as its own country. After all do have a National Beer of Texas.
Also what if the tourney is being played on an American Indian Reservation where federal rules don't apply?

Feel free to do your own research on the pertinent local drug laws before you play your next PDGA event on an Indian reservation or the grounds of a foreign embassy.

Obviously, I am not debating the merits of drug laws, nor the federal vs. state sovereignty issue. (BTW - I am a rabid states' rights advocate & big government opponent.)
I merely provide you with definitive proof that toking up during a PDGA event in California & attempting to take shelter behind the state's medical marijuana law is 100% against PDGA rules & a DQ-able offense.

medical marijuana doesn't allow one to toke up in public places anyhow.
