I'm looking for some information from other state or local "tours" that might be having the same problem we are having in the Wisconsin Tour. We have a handful of people that started playing in a specific division at the beginning of the year but are now bumped up due to their rating being adjusted during the middle of the tour. Their points for the original division won't be enough by the end of the year to be the state champ and they don't have the skill or enough events left to do well in the higher division.
One specific example: a female intermediate player is two points behind the current leader for the state title. Her rating just bumped her from intermediate to advance. Now, since all of our events are PDGA, she has no chance of gaining points in the intermediate division since she has to play advanced.
We have options for next year not to have our Finale as a PDGA event so people can play in their desired divisions, but we're looking for any other suggestions.

i do believe people can continue playing in the same division after ratings require them to move up since it is part of a series. i'm sure someone can give you specifics

All a series has to do is tell Dave Gentry that the series will allow players to remain in the same division all year regardless how high their rating goes. They only get to continue in that division in series events. If they travel and play outside the series they play in their appropriate division based on their current rating.
