Here's the scenario:
Flip doubles with 9 players. After the first flip there is one "odd man." Is that person the Cali?

Sure, I guess. I do not think there is a formal rule on this kind of issue. Some will claim that usually the cali is determined at the very end of the process. Due to the casualness of this approach if the majority of the players found it acceptable then all is good.

...just curious. That's what I thought, and that's what we did. The last "odd man" out played cali.

If we have to flip doubles then after the first flip everyone is put into either heads or tails with one group having an odd number. So, if there is a group of 4 who flipped heads, and a group of 5 who flipped tails, then the person in the 5 member group who keeps flipping and doesnt receive a partner is the Cali.

How often do you get a 4-5 split?
I think the original question was if there's an 8-1 split, is the 1 the Cali.

well if there is an 8-1 split then the 1 is odd,but not cali yet as the other 8 cant be paired off yet. ?Correct?
It would have to be 8 heads or tails. So no teams made on the flip.

...then the 8 remaining can/could yield an odd man......so the Cali should basically always be the last man/woman/other standing, not the first.

We just had a doubles today-2 rounds, best disc then worst disc...and the discussion came up. Should the Cali get one extra shot per hole or one extra shot (drive or upshot) plus a putt or maybe play the same as the doubles and get 2 shots per shot...Pluses and minuses...

A personal decison but I think the lone ranger player should be able to pay double and shoot as a doubles team - two shots on everything OR not pay anymore and get one extra throw per hole. If one of the top players is solo then they get an advantage I say so what deal with it.

When the Cali is playing with a doubles team then he/she only gets a total of 4 shots to make par, whereas the doubles team essentially gets 6 shots to make par. This is why I think Cali should receive 2 extra strokes per hole.

One player playing every shot twice is too much of an advantage, and one player playing singles against a doubles team is too much of a disadvantage. Hence the creation of the Cali rules. :)
We used to play that the Cali player got two shots where s/he could throw twice on the par-4 holes.
Some people play that the Cali player has to use the second shot if they throw it, as opposed to taking the best of the two. More like a "one do-over per hole" than doubles.

At what point does the odd "1" from the first flip pair with? Let's do the same example except use 5 people.
First flip: 1 odd, 4 even
Second flip: 2 even, 2 odd
Do they flip again, or do they pair-up and the odd "1" from the first flip plays cali?

In an 8-1 flip, the first man out is asked to go home and stop making things complicated.

Folks getting all twisted up in knots over how to flip is why it is so much easier to take a deck of cards.
if you have 9 players, pull out 2 aces, 2 2s, 2 3s, 2 4s, and 1 5.
Shuffle.
Draw matching players play together.
Geez... use any method of selecting players you want, just define it before you start flipping.
