At DGLO 2006 this happened:

A player threw (his 2nd shot) a putter towards the basket, hit the top and came to rest hanging from the top of the basket, not in the chains, but in front of the chains. Another player had to putt next and the disc was hanging right in their line.

Can the second player ask the first to mark their lie?
Is the first player required to mark their lie before the second putts?
If the lie is not marked and the second player knocks the first players disc in the basket does the frist player recieve a two?
Can any kind of interference be called if the second players disc hits the first players?

If he was asked to mark his disc and didn't. That action (failure to mark it when asked) is subject to 801.01C. If he wasn't asked to move it, there is no courtesy violation even if the disc gets in the way.

If the away player thinks that another player's disc or equipment might be in the way it is up to the away player to request it be moved.

Right. I assumed the request to mark the list from the sequence of questions in the original post, but infered too much.
