just wondering, does your rating need to be below a certain number or what?

If you take cash you are a pro. If your rating is below 955 you can play Advanced except at Majors.

IF IT IS A PDGA SANCTIONED event, bruce is correct
if it wasn't pdga sanctioned events than they can take cash forever and play advanced in pdga events

That's true. And it also depends on what you take the cash for. Like, I'm going to cash at Am Nationals even though I'm contending for DFL, because in between my round and Lizard Games I'm hustling over to the library to do legal research for Mark Ellis. :D But I've seen an amateur go home with $750 for an ace or $500 in showcase skins at sanctioned tournaments, and they are still ams too.

Aces have been discussed and do not qualify as a competitive pay out, but as a side bet. I know lots of Ams that have taken $20 home by beating their buddy, and this is also a side bet.

The 13th Mid-Atlantic Amateur Championships is coming up on 9/29 and 9/30 a B tier tournament at Seneca Creek State Park in Gaithersburg MD. My question would pros rated less than 955 be allowed to play Advanced Am in that event?

Yes.
Next year pros rated less than 975 can play Expert and less than 935 can play Advanced.

Sure they can...NOTHING has changed...YET! :D
