What is the penalty for 'stealing the teepad' or teeing out of order in a tournament?

we have a rule book that is easy to reference conveniently located here. (http://www.pdga.com/rules/index.php)

just check out 801.02 then 801.01G.

to summarize, it's a courtesy violation. in any courtesy violation you give/get a warning (keep the group apprised), then subsequent violations of any type are a stroke penalty.
