I have heard that it is a stroke penalty for hitting someone else's equipment is that true or just one of those made up rules that always go around. I said something about it this weekend and nobody seemed to have ever heard of it so I didn't push the issue.

Last year at the Beaver State Fling, this rule was enforced and affected multiple players in my group. If it is made up, it needs to be clarified before a tournament.

Not if every player has read the rulebook as they should have.
My god, if every non-rule was "clarified" before play, no tournament would ever get started!

Only a penalty if it was intentionally done, or a player left equipment where it would be likely for it to be hit.
Like placing bags in the path leading downhill away from the basket to stop roll aways, which is different from placing your bag beside you when you putt and happen to be standing beside the path leading downhill away from the basket.

Hitting a player's bag? Ouch. If it's not illegal it definitely should be.

803.7 A. A thrown disc that hits another player, spectator, or animal shall be played where it comes to rest. A thrown disc that is intentionally deflected or was caught and moved shall be marked as close as possible to the point of contact, as determined by a majority of the group or an official. Alternatively, for intentional interference only, the thrower has the option of taking a re-throw. Players shall not stand or leave their equipment where interference with the flight or path of a disc could easily occur. The away player may require other players to mark their lies or move their equipment before making a throw if the player believes that either could interfere with his or her throw.
803.07 C C. Any player who consciously alters the course of a thrown disc, or consciously moves or obscures another players thrown disc at rest or a marker disc, other than by the action of a competitively thrown disc or in the process of identification, shall receive two penalty throws, without a warning, if observed by any two players or an official.
Gary was partially correct in that there is a penalty ONLY if it was intentional but the penalty is 2 strokes...
It might be considered a courtesy violation to put your equipment down in front of the away player but that should get a warning first...then the rules state that the player throwing MAY ask others to move their equipment or mark their lies prior to throwing...if he has that right then I would expect no penalty if they did not ask UNLESS it was intentionally done...EG: putting your bag down in front of a rolling/sliding disc KNOWINGLY altering the path of the disc...
I hope this helps... :)
