PDGA Tour Manager Dave Gentry has posted a new version of the 2007 Competition Manual, which is now available and can be downloaded via the link listed below.

There has been a clarification to rule 3.3 (D) and all Tournament Directors and players are encouraged to review this section. A hard printed copy is currently being produced and is expect to be available around February 15th.
Rule 3.3 (D) now states the following:
The use of alcohol is forbidden from the 2-minute warning until the player's scorecard is submitted. Such use shall result in immediate disqualification at a B Tier or higher event. At a C or D Tier event the TD may shall either disqualify the offending player or issue them a warning. If a player has been issued a warning, all subsequent violations shall result in immediate disqualification.

also take notice that it says (loosely quoting) that unprofessional conduct is subject to DQ and that includes drinking in a place where drinking is illegal, underage drinking just to name a few.

uhhhhh...this phrase probably still needs a little work Dave. Is it May or is it Shall? It seems like it would make a big difference.

From 1.3.D. No refunds will be issued after the 7th day prior to the start of the event, but the player shall be
sent a player�s package if one was provided to event competitors.
This seems to state that TDs are NOT allowed to provide a refund to entrants that withdraw inside of the last 7 days.
Wouldn't this seem to discourage event pre-registration?

A kind individual was nice enough to bring both this error and post on the discussion board to my attention.
The proper word is "should" and the Competition Manual has been modified accordingly. Again thank you for discovering this error.
Some people have contacted me regarding the background information for this change. The wording reflects the wishes of the Board of Directors and was approved in the summer of 2007.
The philosophy was that the previous policy did not differentiate between
1) The usage of alcohol and other substances.
2) The tier of the event.
There are plenty of C and D Tiers that attract a large percentage of local players and it's possible that the players are unaware of the policy and/or the TD did not announce this fact during the player's meeting. The BoD felt that the current "zero tolerance" was too harsh in this situation.
This policy represents the board's decision. If a TD has made the announcement at the player's meeting and/or the TD feels that the player in question is aware of the PDGA's policy we strongly recommend the immediate disqualification of the offending player.

With out researching back....
I believe it still left an "option" to the TD to refund...
What it does is sets a standard that a TD can fall back on if needed.... ie "PDGA rule states that you dont get a refund within 7 days...sorry" /msgboard/images/graemlins/smirk.gif
I, typically, will always give a refund if the player cant make it for some reason or another.. :D

I printed and read these last night. Larry, from what I read, it was a guide line for TD's to follow, however, it states that td's can have a more forgiving guideline.
But it does say that if a player pre registers and no refund is given, they are suppose to be sent a players package.
