2007 competition manual (http://www.pdga.com/documents/td/07CompetitionManual.pdf)
on section 1.10 a is that saying that the TD can keep declined prizes in the last sentence or is there a "not" missing?

it says prizes must pass down than says the Tournament can keep them?? thanks

What it says is that declined prizes drop the money down (not up) the food chain. Behind last place, sits the TD. ie. If there is a pro division of 10 people and 9 decline, the one who didn't decline gets the cash for 1st and the TD gets what would have gone to the rest of the payout. The TD does not need to load the lone acceptor with the entire payout.

Those who decline can be Ams or Pros. If the person is an Am who accepts cash or prizes that are moved down to them, they convert to pro status.
