Is there anything that can be done if you play in a tournament that claims to be sanctioned but turns out not to be?

Looking at the online PDGA Tour listing is one way to confirm sanctioning. If the event isn't listed, or has an asterisk by the tier letter indicating sanctioning is pending, then the TD needs to be asked before attending if being sanctioned is important to you.

If you haven't talked to the TD yet, talk to the TD. Maybe there were extenuating circumstances or communication break downs that he/she will try to prevent in the future. Otherwise I'd contact David Gentry at [email protected] and tell him what happened. I would think at the least David or the PDGA office should contact the TD and let him/her know that advertising as a sanctioned event when they are not could lead to them not being able to sanction events. But David might already know that they lost their sanctioning due to an AREA dispute at the last minute or something along those lines.
