are they legal for tournament play or no? I wouldn't use them during a tournament but just a question.

I believe YES. There exists an upper weight limit for each approved disc, but no lower limit.

I would wait for some official answers on this, most of the premies that I own are wicked stiff, I am not sure that they would meet the rigidity standards.

I have a premi Roc and it's stable. I use it at the beach for MTA and is a great indoor putter. Kinda stiff but flexable.

Somewhere in the discarchives I've got a couple of premie weight, hot pink Vortexes. (Vorteci?) Old school stuff that I'll have to use one day when regular plastic is too heavy and I need bright pink discs just to find my throws.
I think premies are legal; unless they take to retesting various runs.
Maybe someday, they'll have to test each players plastic before or after a round, the way you have to have your bowling balls certified before a tournament. That's really the only way to know that someone's gear meets a certain standard.
