I know a kid who is 18 yr right now. He just signed up for the PDGA this month will he be able to go to Worlds this year with it being in Tulsa or no since he just signed up this year?

He can probably get on the waiting list, but he won't be offered an invite. Those are based on the previous year's points totals from tournament play.

He won't be offered an automatic invite, but may get one from his position on the waiting list.

or to answer the question correctly...IF he signed up as a junior that had a birth YEAR after 1987...he would get an invite if he was a member as ALL juniors who are CURRENT pdga members are invited...

they don't get "moved" to the top of the list they are just ON the list IF they are current JUNIOR members in the year of the worlds....all juniors get invited by default...
as it should be...
they are the "future" disc golfers to help run things when all us old guys and girls retire :D
