Do the ratings not take the wind into account?

I played in an event this last weekend. The wind never blew less then 30mph. It made a 10 foot putt look like it was 50 foot.

I watched Boobs putt from 20 feet, hit the bucket, and roll another 50 feet the opp. direction and OB. Something that wouldn't have happened on a calm day.

ratings are calculated on a per round basis, using the known ratings of the players as the primary input. because everyone plays in the same conditions, the wind is kinda like a common denominator that factors itself out of the ratings.

so, if ten 1000 rated players played Round 1 in total calm and all shot 54, they would all receive a 1000 rating for their round. then in the afternoon a gale come up and they played in 50mph winds and all shot 72, they would all receive a 1000 rating for the afternoon round as well.
