The Cross Canyon Challenge is coming up so I wanted to get this out of the way now. Is there any way we can make it legal to practice during a FORCED break? In this tourney, rounds can take five hours so there are two FORCED twenty minute breaks, one after #18, and one after #27. There is a practice green and the parking lot is large enough to allow short shots. I would love to be able to throw a few putts or play catch with an Ultrastar during the breaks, but it is technically not allowed. This really can hurt those that are trying to do well. If you start on #2 or #3 on the final day that means you have to take a break and then go back and play one or two holes. In my mind, that's asking for injury.
So, how about it? Allow throws, just not on course. I just want to keep my arm warmed up, not practice a hole or anything.

All the TD has to do is ask for an exemption to allow practicing from the Competition Director, John Chapman.

Not necessarily. The Sanctioning Agreement provides that, where local conditions warrant, the Competition Director is empowered to grant a waiver for any Rule of Play:
Per the terms of this agreement, PDGA TDs will enforce the PDGA Rules of Play. If there are any local conditions regarding this event which would restrict the enforcement of any PDGA rule or the participation of an otherwise eligible PDGA member, please provide details: (2004 Tournament Sanctioning Agreement, p. 2)
and
[TDs further] � agree that if any provision in this agreement or any Rule of Play is unacceptable the TD shall contact the PDGA Competition Director to seek a waiver. Specifically, clearance is required at the time of sanctioning for any local conditions which would restrict the enforcement of any PDGA rule or the participation of an otherwise eligible PDGA Member. If no waiver is granted this agreement and the Rules of Play are binding. (Terms of the 2004 PDGA Tour Event Sanctioning Agreement, p. 4)
