How can the Innova "Throton" 3.3cm rim be PDGA approved?

Also, I thought PDGA wanted to limit distance potential, so that the sport can still grow without requiring over 30 acres for a challenging 18 hole course...this would seem to be a bad development for growth of the sport.

Is this an April Fools joke coordinated between PDGA and Innova?
