Can an O.B. be set for a tournament at a 20 foot radius around a basket? Basically anything below basket is O.B. If one misses their putt and lands below basket, player must re-throw from outside the 20 foot O.B. radius. If this is not allowed, what rule says so?

Allowed. Truly terrible hole design, but allowed by rule.

Player should be allowed to play from their shot after two tries from outside the 20 ft circle or some beginners may rack up the OB penalties. One hole can put them out of the event and either ruin their rating or have their round dropped.

Where does player mark if they land on top of the basket? The verticality of OB stops when it hits the bottom of the basket and doesn't continue above the basket cylinder since the basket is IB.
