is there a way to figure out what your Rating is going to be before an actual scheduled update? is there a mathematical way to do it ?

Just keep track of your round ratings including the unofficial ones usually posted right after the event. Then follow the ratings process indicated here:
http://www.pdga.com/files/documents/PDGARatingsGuide.pdf
to do the calculations. It can get you close.

Played the Nocky Hoo Doo and was wondering what the new SSA would be? Hole 5 has changed to a Par 5 and #1 tee was moved back 40 ft. Figure the SSA is 68.5, how close am I?

Looks like that's what it will be based on the unofficial ratings for those two rounds averaged together.
