Not an official statement, but this is how it has worked in the past.
The tournaments with unofficial results also have unofficial ratings.
Tournaments with official results and no ratings have been processed and will be visible once the next ratings update occurs.
Tournaments with official results and ratings already show up in players ratings.

My understanding is that results are not considered official until the PDGA receives the TD Report form and all fees for the event.
So while a TD may get results posted on line shortly after the event, many are lax in getting their paperwork done, and this influences when results are recognized and included in the ratings calculations.
So if you've played in an event a couple months old - and the results are still shown as unofficial - you may consider gently prodding the TD (or at least making an inquiry) to get their paperwork in to HQ.

The "officializing" process is a much about getting players' PDGA numbers and names correct as it is about ratings. That's another reason why official ratings may differ from unofficial ratings - all of the players who are really current by the time the official ratings get processed may not have been current when listed in the unofficial scores online.
