After looking at the list of pdga's disciplinary actions, something struck me as odd. There are 9 members listed as being disciplined because of "outstanding fees", 8 of whom are from the US. The player from Belgium with the same infraction got only a (minimum) 1 month suspension whereas all the others were no less than 3 months (minimum).

Why is the penalty less for an overseas player?
