I have 2 players who already signed up for my tournament before the august 28th ratings came out, both were bumped up above the 915 mark with those new ratings.

Do I need to bump them up for the tournament 18 days after the ratings increase, or can they still play Int for this tournament.

You need to read the documents you agreed to enforce for the answer to that, and many other questions you have not thought to ask yet.

It's well past the update and they should play within their rating, >915 MA1. They registered early and get the cool stuff for doing so, but no lienency for their rating from playing in the appropriate division.

Even if it were entirely up to the TD, I'd hope that you would do the right thing and make these two guys play up where their skill dictates. One of them has been playing tournament golf since 2001, while the other newer player's rating is based on three tournaments. I'd say their new ratings are probably fairly accurate indicators of where they should play.

The answer is written plainly in section 2.2 of the competition manual (http://www.pdga.com/documents/td/07CompetitionManual.pdf).

2.2.A.2 states that the player, if pre-registered has a 2 week grace pd after the update. Since the Carrollton open is more than 2 wks after the update, I would say that they have to play in the div. they are now in.
