this validates their Winning-Chip
I have noted to Doug (and all participants) that the Winner might not be present at the exact-moment their Poker-Chip is drawn
that is A-OK as long as they had been there earlier in the day
I will honor Dougs Law and if a Winner is not on-the-Courses or at-the-Shelter ; I will ask him specifically to Authorize their Winning-Draw
