No, 1984 sounds about right. I think that the first address that you can't see was for Joe Feidt, who was the future editor/publisher of the original "Disc Golfer" newsletter/magazine for the PDGA.

Here is a pic of my card from then as well as my IFA membership card I received after I passed the IFA Expert test (C. 1978):
