I don't think you can use this excct rule for the prevention of changing one's starting hole. If there is another card on hole #6, then the TD has implicitly stated that it is OK to play holes 6-18, then holes 1-5, so this player has not played the holes in a non-sequential order.
However, I do believe that Rule 801.04F is a hammer that could be used, but only if you consider what the player did was a "misplay". If so, then this rules says that the player SHALL be DQ'd, per 804.05 A (3), for misplaying the course to gain competitive advantage.
If you cannot conclude that playing the course in this manner was a misplay, then you always have 801.03 F - Rule of Fairness to use.
