When you link to a graphic on someone else's website, you use up some of their paid bandwidth every time someone loads the page with the link (because it loads the picture from their website not the one you looking at). People who pay the bills often consider that the stealing of their bandwidth since you are viewing their picture but not their page.
A neat trick is what happened above. If the requesting page isn't your page, you serve up alternate text like that above. If you look at the properties, it says something like "dogs.jpg", which I'm sure was an amusing picture that the poster thought he was sharing.
