I do not understand this. How can an approved disc, that has met the quantity requirements, not be legal? Wouldn't that mean that it is not approved?

But it HAD NOT met the QUANTITY requirements at the time people were talking about it, around DGLO and AmNats weekends. It had met every standard it needed for the PDGA to allow it to be produced for use in sanctioned play.
Unfortunately not enough had been produced for it to be legal at that time.
