When you use the front and back attachment points the bag sits right where it should, in your lower back. Most people make the mistake of not using the correct anchor points and use the top 2 attachment points with the straps too long.
As I said, most people attach the quads to the bag like this:
Instead the straps should be attach to the loops shown here in blue, and the opposing loops in the back (not shown)
